I cant get rid of this plugin I clicked delete and it keeps coming back and I keep deleting it, please give me advise or give me some instructions

Try to delete the plugin while your server is offline.

Make sure to delete the plugin itself (the .jar file), not its directory. I've deleted the plugin for you now.
