The answer: You cannot. All plugins are added from the Bukkit/Spigot source, which means only plugin author can update it, not Aternos team

For more understand, that Vehicraft plugin will not work without Vehicle plugin
As thienbao860 said, premium, or paid, plugins are not allowed on Aternos.
Vehicle is a paid plugin so it is not allowed to be added here
So in conclusion: This plugin shouldn't be existed on Aternos
