We can only add mods from curseforge. Flans Mod is not on curseforge.
also, is there any server hosting websites that allow flans mod?

The effort will likely be bigger then the benefit, plus a new system for queues would have to be designed if that would be accepted, and once that's done, it probably won't be needed anymore
