You can't access .jar folders, if you cant find folders without a .jar filetype indication, then either something went wrong or you didn't do something which you should've done.

you cant access server.properties
you dont necessarily need to make your server online (premium), but if no one on your server including you is cracked ( didnt buy minecraft ), then i would suggest doing so in the options page. otherwise, install a plugin if you use plugins software, like LoginRegister or AuthMe

I want you to get rid of the waiting time queue feature which is very annoying for me and my friends when I want to play and create content for YouTube because I have to wait for a long server startup process😑

We are free, and therefore limited. This is not possible and will not be added.
