Hello to whoever reads this, I'd like to suggest removing Xaerominimaps. This mod has caused several users to complain about their servers crashing/lagging. The cause has mostly been Xaerominimaps, while it really isn't even needed in the server itselfs.

The plugin 'Multiverse-Portals-4.0.0' could not be loaded. in the log
the logs normally give solutions for these kind of things. I will help you with the access nodes tho.
To give access nodes to people, you will need a permissions plugin. I personally recommend permissionsex and so i will give you a few steps for that
1. install permissionsex - https://aternos.org/addons/a/bukkit/permissionsex
2. install vault ( permissionsex depends on it ) - https://aternos.org/addons/a/bukkit/vault
3. restart your server ( or start it if its offline )
4. go to the console https://aternos.org/console/ and type;
pex user ( username ) add permissions.*
5. go back to your server and type /pex group ( group ) add multiverse.access.WORLDNAME
Remember
the default group is called default. people should be added to it automatically.
WORLDNAME in the permission node multiverse.access.WORLDNAME should be the name of the world you want people to be able to tp to

Assuming you mean mods:
Yes. Minimaps mods like xaerominimap cause your server to lag, or crash. These mods are not necessarily required on the server as they work perfectly fine when on the launcher alone. Therefore the solution I am giving you, is this:
remove any minimaps mod from your server. Your client sided mod will function perfectly fine without it.
