That mod was removed from aternos for reasons which I forgot.

GalactiCraft is actually not on curseforge far as I know. Therefore it is not on aternos.

Uploading your world can be done in https://aternos.org/worlds/
Your server must be offline to do said thing.

I believe the plugin depends on others, citizens Is also for commandNPC. And I believe It requires vault. Try installing those

Basically, the logs are telling you that citizens could not execute the commands you did ( /NPC and /citizen )
That means, that it's not working properly as so you've said.
Now, there are 2 solutions.
These are:
1. Delete the plugin and install another version
2. Delete it and don't use it.

There are fixes in the analyses box in your logs. Please check them for a solution.
