Depends on plugins the server has and the permissions a user in it has. Also, you can't stop the owner of the server from doing it except telling them to stop.
Nor can you report people to the police for that.

If you have backups, you can revert to those.
Note that if you do restore a backup, you might also lose some progress

When you suggest the mod, it gives a reason. Read the reason.
If threads get closed, they get closed for a reason. Don't continue to open new ones the whole time.

Downloads aren't the only thing judged in popularity

It could be that you don't have the same mods or version. But it you have them with the same version, deleting the config folder from the Minecraft installation path might work
