Well - I don't know. Now, everything seems to be okay. No lags, no dcs, fast starting and stopping. Thread can be closed. :v

which provider do you have
I've got polish provider cause I live here :p Ofc if u are talking bout Internet provider.
Did you already try to use the DynIP?
Not yet so I'll try but is it really connected with slow server's start or stop?
I noticed that this kind of bugs occures usually when we're exploring and server has to load some new chunks but sometimes when we're just building. Maybe it's because of too demanding modpack.

I don't know how to solve my problem so I write here.
Me and my friends are playing on the 1.12.2 minecraft on Hexxit Updated. Everything'd be great if not one problem. The server sometimes just stop working with notification "Disconnected". Quite annoying. Of course if I want to start the server I have to wait (not including a queue) for about 5-10 minutes. The same thing with stopping. Everything is so slow and laggy.
