Servers are hosted in Germany so your connection need to travel a big distance. 106 is in my opinion good ping (usually lag under 250ms can be noticable only in pvp). Unfortunately .3 Mbps upload is very poor

but here's another problem, i just recently figured out that when i turn on my server, it turns off about 5 minutes later.
Yes, each server goes offline after 5 mins when no one enter to game.

Try to remove Hats.

Remove Xareo Minimap. It's client side only mod.

Make sure that durability of your axe is equal or bigger than nuber of tree blocks. If You try chop a tree with axe which don't have enough durability you cut only a single block.

What value is set to View distance in server.propertios on Aternos? Is it set equally to all servers or it depend what software is used?

Heavy CPU usage due to chunk generating. One possible solution to this issue is that You shold at first fly across world as much as possible to generate new chunks. That will decrease amount of lags when You play.

I just play in Skyfactory 3. Sometimes server need 2-3 attempts to start, but generally works ok.

If it's your own pack of mods then after instaling forge run server once then stop it and then add mods.
