Why are some mods on the list but others aren't? I'm having this problem with certain buildcraft addons and all of the galacticraft mods and addons. Why aren't these on the mod list?

One of my friends isn't to big on minecraft but they agreed to play on the condition that there was a magic mod in the pack we use. Lapito's galacticraft is listed as containing ars magica but both the twitch launcher and the server don't seem to have it. How do I get my server to run both ars magica and the rest of galacticraft?
