I actually have fixed this problem. Try using "PAPER SPIGOT/BUKKIT" and it will automatically set a minimal render distance for the server. Hope this helps

And i know about
We reduced the render distance on 1.14 servers to enhance the performance.
but it was ok on 1.14.2, and after update it just impossible to play.
Recently I updated my server from vanilla 1.14.2 to 1.14.3 and after update render distance become very low. And even worse, server wont keep chunks loaded you've been revently on, so everything you see is just few chunks around you.
