Placeholderapi probably only reports a certain part of the ram. That number shows the total ram assigned for your server. Java uses RAM for a lot of different things and your plugin only reports the RAM assigned to one of these uses.

You copied the whole world folder to your new server and not just the region folder inside it?

If you donwload a datapack from vanillatweaks you have to unzip it and use the zip from inside that before uploading

I don't think you realize how much we actually have to pay for all these servers. Adding that would incentivize people to create more servers which would increase the required storage capacity. Storage is one of the most expensive parts of our systems.
