For me it's not working, this is probably the also the reason why it does not work on the server.
I think you'll probably have the same result if you try to open the link in a incognito tab.
I assume that you somehow shared it wrong.
I don't understand why it does not work on a server. I downloaded the actual pack in an incognito window and everything worked fine.

I'm trying to incorporate a resource pack into my friends server as I have full control over it, but after pasting the link and saving and all that, my friends report they press yes for the pop-up asking about custom resource packs but nothing is downloaded and the resource pack doesn't work for them.
