AAlso, water usually stops flowing when this happens, but not always, the same thing with mob spawning.

Do you use any anti-lag plugin?
No. If a Plugin is causing it I have no idea what plugin it is.
It could possibly be WorldEdit, or a grief protect plugin I use, but I doubt it's WE and it happens outside of protected areas, so I'm not sure. -
After a while of the server being online, redstone of all kinds will just randomly stop working, and it's extremely frustrating to have to constantly restart.
Are there any solutions to this?

Enable the backups feature on both servers and use the same Google account.

i'm attempting to make a replica of my server for testing updates, but it would be way too much effort to replicate the config for every single plugin i have on the server, what should i do?
