There's actually no limit of downloads when suggestion plugins or mods. The Aternos team reviews every request manually (this includes downloads that a mod/plugin has).
This is to avoid people from using bots that autodownload plugins/mods to get more downloads.

The world goes online and works perfectly for everyone, but after my friends and I left the server and tried to log in again a little later, the server remains exactly as in the image from the previous comment.

Makke sure that you have the same mods and version on your client and server. If the mods and version match, try deleting the config folder located on your Minecraft.
