The free version of Citizens is not compatible with versions newer than 1.13.
The plugin you sent is for versions where Citizens (free version) won't work, so I guess it won't be added.

Just tell them to create an Aternos account then give them access to start it. That's simple.

Usually that error means a mismatch version problem, which means you don't have the same version of the origins mod, try using the latest version on your pc and your server as well.
