That's the problem. I think the reason is that I uploaded this world
Hmmm.... is your server using vanilla 1.16.1 ?
I see this for my 1.16.1 server:
Maybe you can try starting the server once and check if the server generated the world_nether file when starting server. If it generated the world_nether file , then you will be able to see it and add your own nether to the server.

First go to https://aternos.org/worlds/ . Then , find "World_Nether" there (you should have that if your server is vanilla 1.16.1/1.16.2)
After that you'll see a orange "upload" button there. Click on it and choose folder or zip archive according to what file type you want to upload.

Hello!
This is a screenshot from the Aternos Traincarts version list. In the version list, the latest version is 1.15 and the 1.16 is actually available . So I created a plugin update request and I got the reply "already added"
But, I still can't find the 1.16 version. May I ask why and how can I install the 1.16 version of Traincarts? Please tell me if you know why , thank you !
