Then you should be able to configure it correctly. Make sure you install the correct version of PermissionsEX that is compatible with your currently installed CraftBukkit / Spigot version.
-
If you checked the server console you would have find out that you had to type /fml confirm into it to proceed with the starting process. I've done that for you now, so you don't have to do it anymore unless the mod is updated.

Your permissions are messed up, I can't even register on your server. You have to fix your permissions, then everyone will be able to register and chat on your server.

Download your world and duplicate it, just to be sure. Take one world, delete the players directory and run a chunk fixer over it. Then upload that world again and you should be able to join your server.

It should be converted automatically when updating the plugin. You might have to confirm the conversion through the console running /fml confirm.

Check YouTube for tutorials that show exactly how to configure PermissionsEX correctly.

I just started and joined your server successfully, it seems to work fine, I do not see any problems. Make sure you connect to your server using the correct Minecraft version and server IP address. If you have any mods installed, please uninstall them before joining your server.

Please describe the mod pack a little bit more detailed and tell us why you want it to be added.
-
You have to wait in the queue until the gray button turns red, and then click that button. After that your server will start.

Sorry, can you please describe your problem in proper English again?

You should use a dedicated permission managing plugin for managing permissions and ranks, they definitely work if you configure them correctly. I recommend using PermissionsEX.

Make sure not to overload your server so it can save your world properly. Before stopping your server, run /save-all. Regularly download and save your world to prevent such losses.
Now it's probably too late to recover your world.
-
Probably your player file is corrupted. Download your world, delete the players directory and then upload your world again. Everyone's inventory will be cleared then, but you should be able to start your server again. If you manage to find your UUID instead and only delete that, only your inventory will be deleted.
