As far as I know EssentialsChat does not work with PermissionsEx. Try a different Chat Manager.

We can only add plugins from Spigot which are directly available at Spigot (not via external site, check the download button). However, the system is not fully implemented yet and we have to tweak some things. We will make an official announcement soon.
As this plugin is only available via an external site, we can't add it.

I just installed the plugin for you and it worked perfectly fine. Mind that you now have 16 plugins installed, but you may only start your server with 15 plugins.
