Hexxit is forge with Bukkit.
No, Hexxit is a regular mod pack.
It's not possible to use mod packs in combination with plugins, that's why they don't work.

Essentials doesn't support 1.8 here. Group Manager can't be added because there is no version of it hostet on DevBukkit.
