The plugin doesn't fit your description. It only can limit the rate of mobs / despawn mobs, it can't increase the rates. Or is limiting the rates what you want?

Please describe the mod pack a little bit and provide the official download link.

You can try to open your downloaded world in Singleplayer, if you did everything right, the world should be there.
We create backups every three days, so some progress can be gone.
