Es gibt ja schon Essentials für 1.8, nur meines Wissens nach nicht auf DevBukkit, da Essentials 1.8 ein speziell für Spigot angepasster Fork ist, so weit ich weiß.

There is a separate forums section for English users.The plugins are stored on your server and are accessible and usable from every computer. Maybe you mean mods and not plugins? Because you have to install mods on every computer you use, when you want to connect to your modded server.
