It less has to do with the operating system your friend is using, it's more likely his internet connection, which is causing the problem.
Did he try to join the server with both IP-Addresses yet? What does the error log in your console say?

First we have to download the mod pack, install it, and then test it. Then we have to create a server on our local machine, to see if this works, too. If both works, we upload the mod pack to our servers and have to test again. If everything works, we can release the mod pack.
Because you guys request different mod packs everyday, it's not easy to add every mod pack that fast.

Die Befehle kannst du im Internet nachgooglen. Ich empfehle dir YouTube-Tutorials zu der Verwendung zu schauen.
Wie Ich Es Installiere Auf Meinen Server
Als erstes installierst du CraftBukkit unter 'Mein Server'. Danach gehst du zu 'Dateien & Plugins' und suchst nach WorldEdit und installierst es.
Und Wie Ich es Mach damit Kein gast was abbauen kann
Dafür brauchst du ein Rechteverwaltungsplugin, wie zum Beispiel PermissionsEX. Installieren tust du es genau so wie WorldEdit.

Das musst du alles selbst verwalten.
