The plugin author didn't allow us to add their plugins. Therefore, we can't add them.
As simple as that.

Share your client log:
1. open your minecraft installation path
(enter %appdata%/.minecraft in the file explorer )
2. open the logs folder
3. open the "latest" or "latest.log" file with a text editor
4. copy and paste the content of the file to https://mclo.gs/

If the suggest page says it can't be added, then it can't be added.

That's a warning, not an error.
Just ignore the warnings and errors.
As long as there are no further issues(e.g. server crash), you are good to go.

You need the same mods in the exact same versions on your client and server.

You already knew that it's a datapack, why are you trying to put it in the resource pack option?
Resource pack and datapack aren't the same thing.
The page you linked also told you how to install the datapack already.
Upload it to the world/datapacks folder
