Sadly, your server doesn't say which mod causes this.
You will have to follow these steps:
- Remove a mod from your server
- Remove all other mods that require that mod
- Try to start your server and see if the problem is solved
- If the problem isn't solved, continue at step 1
Once the issue is solved, you can try to add all mods except the last one you removed back.

Which server software do you use?
Any plugins/mods installed?

Use Suggest | Aternos | Free Minecraft Server.
The author of those mods disabled project distrubution.
It's the little things is a client-side only mod.

There's a workaround I just found:
1. Install the OpeNLogin plugin
2. Restart/Start the server
3. When you join the server, it'll ask you to choose a login plugin, either nLogin or OpeNLogin
4. Click on nLogin
5. The server will install the latest dev build of ProtocolLib on the next start
6. Delete nCore, nLogin, nLogin.jar and OpeNLogin from your plugins folder
