You can generate the world with the modpack in singleplayer and then upload it to the server.

What's your server address?

(I've seen a similar issue earlier and it was caused by a whitelist plugin they've installed, so check if you have a whitelist plugin)

No. If you did that then it's not possible to get anything back.

The mods configs of a Forge server are in the serverconfig folder inside your world folder, not in the config folder.

You can download your world_nether folder from the worlds page and edit its paper-world.yml locally on your PC, then upload it back to the server.
