Neat was removed two days ago because it's a client-side only mod, you only need to install the mod on your computer, not on the server.

It's impossible to upload custom plugins to the server on Aternos.

Aternos (and Geyser) only support the latest version. You can use the latest Geyser version on 1.16.5 by using the plugin ViaVersion.

There are three versions available for Forge 1.12.2.
You can either install 14.23.5.2855 or 14.23.5.2854
