It's actually related to user feedback and own tests.
We implemented the pack for a while and received numerous reports with issues about that pack. E.g. it's not playable, does not start at all etc.
In such cases, we try to increase assigned resources for a pack, increase start timeout etc.
But it doesn't make sense to push this to infinity. Somewhere the point is reached where you have to say that it is not suitable/too heavy for Aternos.
