Only mod is Biomes O Plenty

I do and could still fly like in creative but the movement was still an issue. I had a friend come in who didn't have permissions and they had the same movement issues.

Hello, I'm making a tiny minecraft server for my friends and I but I'm having issues right off the bat. Flying is turned off and survival mod is the default. Anytime I hold down space bar, my character slowly starts floating and when I release the space bar, I start slow falling. Jumping off edges results in the slow falling too. Movement is slowed and I cannot sprint. I have messed around and have a friend messing around with it and it doesn't seem to be lag related as we can hit enemies with immediate response, break blocks without issue, and pick up items immediately. Any suggestions on how to fix this?
