You have to use the pixelspark pack from the technic launcher.
You can't use any other pixelmon or pixelmon pack -
Try using the dyn IP, but other than that my modpack server works great!

I'm just a user, but so far I have learned that they get plugins from dev.bukkit.org because that's were a lot of the plugins are. Also they don't want people to be able to upload their own plugins because it could have a virus of some sort.

Not really, I just use aternos for TechWorld2 modpack. So I can't use plugins.

Is it on a difficulty other then peaceful? Are you sure you made it exactly like the video and the one you tested out in superflat. Made it over an ocean with no land near by or caves under it? (For best spawn rates). Did mobs even spawn on the ice? Do you have plugins that might make mobs stop spawning?
