Maybe check if any captains have spawned and stuck in caves
If thats too much of a pain use a command /kill @e[type=pillager] and then check if the raid captains are spawning.
if thats not helpful then one other way is there. If u are trigger raid just get a ominous banner and throw it at the pillagers and hopefully they pick it up and give you bad omen
ok then maybe to find if any pillagers are stuck underground just use a bell ig. place it near the outpost and ring it so that pillagers get glow effect from there u can see if any are stuck underground ig

try camping at a pillager outpost then wait

Nvm captains are spawning now, yet I had to wait for an hour ;-;
