The plugin doesn't support your currently installed Pocketmine version.
The 0.1.0 shows up because the plugin author didn't flag its compatible pocketmine version.

That plugin is only compatible with old pocketmine 3.x versions.
0.1.0 still shows up because it doesn't seem to be labeled for any version at all
