allow-pokemon-editors config not working

I'm trying to get the Pokemon Editor to work in my Pixelmon server, but for some reason, despite being able to go into the config, find the yml, and find that the option "allow-pokemon-editors" is set to true, I'm still not able to get the editor to work. I switched the true to false and then back to true for the option, but nothing changed. Is this function purely disabled in general for Aternos servers?

I use the Curseforge launcher to download the Pixelmon modpack 1.16.5. I downloaded the mods from the pack individually for the Aternos server, which allows me to see the config option in the server files. So because I used the modpack, I'm unable to use the pokemon editors in Aternos servers? Can it work if I downloaded the mods individually?
