What? Can I in SP Force Upgrade and upload it again? Else I have more than 1 world and there is no option to upgrade then

Spigot/Bukkit made huge changes in the API for 1.13.
It might be that plugins won't work with 1.13 anymore.
Remove the plugin or go back an older version.

Server working but I needed delete Plugin MyPet I did not tested FAWE,WE, Plugin hologram's doesn't work too and Tux2Lib need update... Server is not starting first time..
