Whenever i join my server in 1.13, it kicks all of the players and stops the server straight away

I was just wondering if there was any way to fix this problem so i can once again use my server.

Also now that i have tried starting it i think its broken because all of my plugins are gone and when i try adding them back, they dont go into the plugins file ;-;
