Server running the 1.7.10 pack times out and stops after 10 seconds

I am trying to run a server with the 1.7.10 pack, but whenever it starts, I can't join it. It says server is still starting. I wait like 4 minutes on the countdown timer for someone to join, and it finally lets me join. However, after joining the server, it times out anyone on it after like 10 seconds and the server stops. Is this just the pack, or is there a way to fix it.

I'm not good at bugs/errors, but it doesn't look like there are any errors or anything when it shuts down. also, nothing shows up in the console . I can't even type help or anything when I'm in the server
