My server keeps having immense lag or it just times out and closes after sometime. This morning it worked perfectly but now not anymore. Is this just a problem with the 18w47a snapshot or is there something else I can do to fix this.

There can be more reasons then the snapshot mah dude

maybe that help to run the server with 1.13.2
start the server one time with force upgrade enabled on worlds
start it again but this time disable force upgrade
try to switch to spigot and add plugin called "ClearLagg"
but the proplem stills in the version 1.13 and any snapshot above it

first are you using bukkit, please switch to spigot
second time you try to start the server make force uprade off
try to fly around the world on all chunks you maybe go to load chunks as you can to don't have any proplems ,this is the steps i do with my server and i use essentials (i removed essentials AntiBulid,Protect) and set fly speed to 10 to load chunks fast and it have warps may it help you on your server

Moving too quickly , the server says that because it have a load .try to do the command /lagg gc every a few time to remove load from server i have like this in my 1.13.2 server and it works fine we loaded a lot of chunks and i do this steps
Additional plugin:there is plugin called one player sleep it make the day come when only one player sleep it helps too with survival servers
