Command Blocks not Working

I am having trouble getting command blocks to work on my server.
I start my server with command blocks enabled and when i try to use a command block is says command blocks are not enabled.
PLEASE HELP ME!

Try this:

Make sure your server is stopped
Disable Command Blocks
Wait a minute
Enable Command Blocks again
Wait another minute
Start your server
