why when someone join my server they are not registering before they can play to my server,,,pls help me,,

What plugins have you installed. Maybe a plug-in block other players before you join

This is not the point tobsxdlol.
I think plastikanmuna wants a plugin which forces the user to register first before joining the server, probably because he has a cracked server.
If you want your players to register on your server before playing just install CraftBukkit at the My Server page and AuthMe at the Files & Plugins page.
