Why was my mod declined?

I posted a mod request for a mod i made for my minecraft server called MrOofMan's Indigo World and it got denied. Please may I know why?

sorry, im very confused. mods with less downloads have been added. either way im re-making the mod so will it be able to be added if i add screenshots and all that to the page after its remade or something? please tell me how i can get my mod added

if you do, please do the other mod im working on instead of this.
