Minecraft EULA and Plugin Problem

Hey guys, I am needing help with my server. Would you mind helping me? When I go to start my server it keeps making me accept the EULA. Once I accept it, I try to start my server again and it does the same thing over and over. I don't know what else to do. I have tried to refresh the page, relog back into my account. Another problem is with my plugins. Once my server does start. None of the plugins are working. They give me severe server lag. Nothing will type in chat or anything. I also try to relog, but yet again it doesn't work. I don't know what is wrong. Please help.
