I've been playing with data packs recently, its hard to run a world even when there are about 5-7 running, though there are some beefy mods that servers can withstand with little issue. Is there anyway to get servers to preform better with data packs?

And the software? Spigot, paper, vanilla, forge etc?

I would recommend switching to the paper software, this software is optimized.
First make backups just to be sure though.
