How do you get the permanent IP from a dynamic IP?

I found a cool server the other day, but only I had the dynamic IP. The owner of that server has gone offline before I could ask him for the permanent IP and I tried finding the IP anywhere on the server but I didn't Is there just something like a command to find the permanent IP out?
