I cant start my server by a warn

Im not sure what is wrong but when I start my server every plugin goes well until this error pops up after few minutes of loading

[11:29:32] [Server thread/INFO]: [WARN] Server announcements are enabled but no announcements have been found. Please check your configuration is formatted correctly.

Im not sure what to do to fix it I unistalled some plugins thinking it would fix but it didn't can anyone help?

But it doesnt allow me start up my server it just says that do I wait or something?
