I have a suggestion that can be good!
Add a new "start" button that allows you to start your server without queue. BUT! It'll be a start button that will start the server, load the plugins that were added and stops again.

I don't see how that would work at all, the server needs to fully start so plugins get loaded, that's how Spigot/Paper works.
cleaner version: a reload or load plugins button to load the plugins without starting the server to do it
I don't think such a system can be implemented, or if the effort is worth the benefits.
You can just install plugins while your server is online and then use the Restart button.

Not going to happen.
You can start your server (with a queue), install new plugins/change plugin configs while its online, restart your server (without a queue) to load new plugins.
