Spigot/Paper Plugin Permissions

I have made a new server but I need help with a plugin I installed. I need to view the permissions for the plugin and change them. I have already looked it up on google and it said to look in the "plugin.yml" folder for a permissions section, but there is no "plugin.yml" folder, and none of the other folders have a permissions section in them. I really need to know how to fix this soon as the plugin requires you to set permissions for every individual player in order for it to work!
