Above is the resource pack link that i created n copied from dropbox , when i enter the game it just shows downloading and once it reaches 100%

That's a Shader pack, not a resource pack.
umm but what should i do to use shaders?
Install Optifine. You'll see the Shader option when you open in-game Options > Video settings.
Note: Most shader packs require a high-end computer.
