Voice Chat dont work

I make a server on fabric 1.16.5 version.Download 2 mods: Fabic API(fabric-api-0.33.1+1.16.jar) and Voice Chat(voicechat-1.16.5-1.1.4.jar ).
Download mods on computer and put in mods folder than start server.I joined the server and in bottom left corner there is crossed cable(that means voice chat is unveilable) i check report and see Reloading ResourceManager: Default, Fabric Mods (Fabric Tool Attribute API (v1)) i dont know is that just fabric api mod loaded but voice chat dont work.Mods from server and mods from my computer is same, i check and try older version of voicechat and didnt work.

Please can somebody help me?
