Plugin request - Citizens

Hello,

I've got a problem with the plugin Citizens : it's installed on my server, it appears on the screen after typing /plugins, but the commands doesn't work ! Nothing happens when I type /npc create...

My server's version is Spigot 1.8.3. I've already tested this plugin with Spigot on an other host, and it perfectly worked ! Maybe the version of Citizens is not compatible ?

It is shown in green, that's why I find it weird...

I already have the newest version of Citizens. By "the newest version of Spigot", do you mean Spigot 1.8.7 ?
