Rail Duper doesn't work with Create Mod

Ok so basically, I wanted a rail system for my nether right? Problem is, there is no rail duping. I verified and knew that my method worked on other servers. Its either Create or Forge that is causing it. I really really need to make the rails so like, how do I fix this??
